SHIELD Integrated Resilience Lab: From Risks to Investment Proposals for Albay

From September 21 to 25, 2026, provincial government offices and stakeholders of Albay Province together with the SHIELD consortium partners, came together for a five-day capacity-building workshop on developing bankable, climate-resilient proposals.

The workshop combined Systems Thinking and Design Thinking, led by the NRC, with modules on proposal development delivered by UNDP Philippines. Through these, participants turned risk data and local priorities into concrete project ideas.

The Provincial Climate Risk Diagnostics (PCRD), led by UN-Habitat Philippines, gave the province a clear picture of how communities and key sectors are affected by climate hazards. It also offered risk-informed, people-focused, and nature-based resilience strategies to build on. The Value Chain Analysis (VCA) for Cassava, identified as a priority crop during the prioritization process and led by PBSP, highlighted cassava as a typhoon-resilient and versatile crop with strong potential for value-added products and significant opportunities for strengthening and expanding the local cassava industry.

Building on this evidence, participants developed proposals and initially pitched them to a panel from DILG Region V, DEPDev Region V, the DEPDev Central Office (governance representative), DILG Albay, DA-ATI Region 5, and other guests. The panel recognized the proposals as timely and relevant to the province and offered valuable guidance to strengthen them further:

🌱 Project REAP, a climate-smart greenhouse facility in Camalig

Together, these proposals are part of Albay’s continuous journey toward a stronger resilience agenda, with bankable proposals that turn the province’s priorities into projects that protect communities, livelihoods, and critical services.

The Strengthening Institutions and Empowering Localities against Disasters and Climate Change (SHIELD) Programme is supported by the Australian Government and implemented by the UNDP Philippines, consortium partners and government partners: Philippine Business for Social Progress (PBSP), National Resilience Council (NRC), Consortium of Bangsamoro Civil Society (CBCS), United Nations Human Settlements Programme (UN-Habitat, Department of the Interior and Local Government (DILG), Office of Civil Defense (OCD), and Department of Science and Technology (DOST).
