

Building resilience starts with recognizing the value of the natural resources that sustain our communities.
With the support of the National Resilience Council Foundation (NRF) and Forest Foundation Philippines (FFP), Mandaue City is developing a Nature-Based Solutions (NBS) project proposal for the Butuanon River Watershed—exploring how nature can be part of the solution to local challenges while strengthening community resilience.
By working with available natural resources and engaging communities in the process, NBS creates opportunities to address environmental challenges while delivering benefits for both people and nature.
Alongside this, the Local Resilience Committee conducted a revisitation of the Adapt Phase Scorecard to identify indicators that can still be strengthened and areas where further improvements can contribute to the city’s resilience journey.
These efforts highlight an important lesson in building resilience: we do not always have to start from scratch. Sometimes, resilience means going back to the basics—protecting what we have, restoring our natural systems, and working with nature to create solutions that last.
Mandaue City continues to prepare, adapt, and transform toward a more resilient and sustainable future.
