The SHIELD Programme, together with the UNDP Philippines and the National Resilience Council (NRC), and Albay Resilience Network (ARN), conducted the Resilience Local Government System Scorecard (RLGSS) Contextualization and Baselining Workshop to strengthen Albay’s resilience planning and identify priority actions across the five resilience areas: Infrastructure, Human Security, Human Development, Local Economy, and Environment.

The workshop enhanced participants’ understanding of the Resilience Pillars and indicators while consolidating proposed actions on resilient housing, accessible public facilities, education continuity, ecosystem protection, climate financing, resilient livelihoods, MSME development, social protection, and disaster-resilient infrastructure.
Moving forward, the consolidated Resilience Action Plan will serve as a reference for integrating resilience priorities into provincial and local plans, programs, budgets, and policies. Through continued coordination, validation, monitoring, and periodic updating, Albay takes another step toward strengthening its capacity to prepare for, adapt to, and transform in the face of disasters and climate risks.

The Strengthening Institutions and Empowering Localities against Disasters and Climate Change (SHIELD) Programme is supported by the Australian Government and implemented by the UNDP Philippines, consortium partners and government partners: Philippine Business for Social Progress (PBSP), National Resilience Council (NRC), Consortium of Bangsamoro Civil Society (CBCS), United Nations Human Settlements Programme (UN-Habitat, Department of the Interior and Local Government (DILG), Office of Civil Defense (OCD), and Department of Science and Technology (DOST).
