
The National Resilience Council (NRC), represented by its Executive Director, Mr. Silvestre Barrameda Jr., participated in the forum “Bayanihan for Resilience: Scaling Microinsurance in a Climate Emergency,” organized by the Microinsurance MBA Association of the Philippines Inc. (MiMAP), also known as RIMANSI.
The forum underscored the urgent need to strengthen financial resilience among marginalized and vulnerable communities amid the escalating impacts of climate change. It highlighted the importance of microinsurance for micro, small, and medium enterprises (MSMEs), which comprise the majority of businesses in the Philippines, citing the initiatives of K- COOP and UP Institute for Small-Scale Industries (UPISSI) as notable examples. Key discussions focused on advancing programs and policies to safely scale microinsurance, promote climate-adaptive insurance solutions, and strengthen multi-sectoral partnerships by integrating risk transfer mechanisms into the National Resilience Strategy.
Mr. Barrameda took part in Session 3, “Partnerships for Integrating Risk Transfer into the National Resilience Strategy,” where he discussed how the current climate emergency threatens the core pillars of the country’s national resilience framework. He also presented public–private partnership initiatives that the NRC has implemented and continues to advocate to address demand-driven resilience challenges and identify strategic, long-term solutions.
The forum underscored the critical role of private sector actors and civil society organizations in microfinancing and insurance, highlighting their contribution to integrating risk transfer solutions into the broader national resilience agenda.
Through continued collaboration and innovation, the NRC reaffirms its commitment to strengthening community resilience and advancing inclusive, climate-responsive financial protection mechanisms.
