The National Resilience Council (NRC) participated in the “El Niño and Habagat: Preparedness for Climate Extremes” Forum, organized by ARISE Philippines in partnership with SM Prime Holdings as part of the observance of National Disaster Resilience Month (NDRM) 2026.

The forum served as a platform to strengthen disaster risk communication on El Niño and the southwest monsoon (Habagat) while promoting a whole-of-society approach to preparedness through collaboration among the government, private sector, academe, and local communities.

Representing the NRC, Dr. Rosa T. Perez, NRC Resilience Fellow, emphasized the importance of understanding climate risks and adopting proactive strategies to minimize their impacts. She highlighted that resilience begins with knowing one’s risks and strengthening Business Continuity Plans through scenario planning, preparedness measures, and investments that protect people, assets, and operations.

Meanwhile, Fr. Jose Ramon T. Villarin, SJ, Executive Director of the Manila Observatory and NRC Vice Chair for Academe and Scientific Organizations, discussed the science behind El Niño and its far-reaching impacts. He emphasized the importance of anticipating worst-case scenarios, thinking critically, and remaining vigilant against misinformation and opportunistic narratives that may emerge during times of crisis.

The forum concluded with a meaningful exchange of knowledge and practical insights, reinforcing that building resilience requires informed decision-making, strategic planning, and strong partnerships across all sectors.

Together, through science, collaboration, and preparedness, we can build communities that are ready to withstand and adapt to climate extremes.
