Resilience Through Partnerships: Learning from the Philippines–Ukraine Exchange

Resilience is not the responsibility of government alone. It is built through strong partnerships among government, the private sector, civil society, communities, academe, and international partners.

During the Philippines–Ukraine exchange, discussions highlighted the importance of multi-level governance, community capacity, social capital, information security, and strong systems that can continue to function during times of crisis.

The exchange also emphasized that resilience is not only about recovering from disasters. It is about strengthening people, institutions, and systems so they can adapt, continue, and move forward—even in times of disruption.

Through partnerships such as this, the National Resilience Council (NRC) continues to gain valuable perspectives from different countries and contexts. These exchanges contribute to a more global, local, and interconnected approach to developing resilience interventions that are responsive to the diverse challenges faced by communities around the world.
