2025 RLGUP COLLOQUIUM: Integrated Resilience Competency Assessment (Resilience Compass)

During the 2025 Resilient LGU Colloquium, the National Resilience Council proudly launched the Integrated Resilience Competency Assessment (Resilience CompAss)—a groundbreaking tool designed to strengthen the capacity of resilience practitioners across Local Government Units (LGUs).

The Resilience Compass serves as a comprehensive guide, outlining the essential competencies—knowledge, skills, abilities, and behaviors—needed for resilience practitioners to perform effectively in their roles. This powerful tool empowers individuals to meet both organizational and personal goals, ensuring their contributions lead to building individual capacity in managing climate and disaster risks.

Built on an evidence-informed approach, the Resilience Compass seamlessly integrates Science and Technology (S&T) with Leadership and Governance (L&G), offering a holistic framework for building robust, resilient LGU systems. It enables resilience practitioners to elevate organizational performance by focusing on competency development, capacity building, learning, and progress monitoring. This focus strengthens governance, boosts resilience, and helps local governments reduce climate disaster impacts while ensuring sustainable development.
