Local government unit (LGU) partners plan, implement and evaluate their agreed resilience initiatives with NRC through a Resilience Council, which they created by Executive Order (EO) or Ordinance.

A government partner in the Legislative Branch guides NRC on its program and policy advocacy with the national government, the United Nations (UN) and other pertinent regional and global platforms.

Lead implementing partners of NRC’s capacity building tracks (Science and Technology (S&T) and Leadership & Governance (L&G)) provide technical advice on program design and head training, mentoring and coaching for LGU and academic partners. Other implementing partners are responsible for facilitating participation in NRC activities, as well as for aligning NRC’s resilience initiatives at national and local levels.
Funding partners provide financial support for NRC’s capacity building activities, policy advocacy and operations. These partners also provide platform & facilities for the promotion of resilience initiatives—both NRC’s and its partners—and public-private partnership projects.

Partners from the scientific community provide technical advice for and support to NRC programs and policy advocacies. Meanwhile, academic partners are capacitated by NRC so they can provide training, coaching and mentoring on Leadership & Governance and Science & Technology for a more localized and contextualized program implementation.
NGO and CSO partners provide evidence-informed technical advice for specific components of the NRC Scorecard, programs and policy advocacies.
