

The Resilience 101 (R101) Orientation was successfully conducted with representatives from the Provincial Government of Cagayan and key sectoral partners, marking an important first step under the SHIELD Programme.
Participants were introduced to the core foundations of risk and resilience — Hazard, Exposure, Vulnerability, and Capacity (HEVC) — alongside systems thinking and Bridging Leadership. The session emphasized how coordinated risk analysis and multi-stakeholder collaboration are essential in strengthening local development planning and disaster resilience.
Through hands-on workshops on impact chains and influence diagrams, stakeholders examined the interconnected risks affecting the province, particularly recurring flooding, typhoons, and climate-related challenges in the Cagayan River Basin. These discussions helped participants better understand how development systems interact with environmental risks.
The orientation also introduced economic resilience strategies such as value chain analysis and business continuity planning, encouraging participants to view resilience investments as pathways to protect livelihoods and strengthen economic stability—especially in agriculture-dependent communities.
A key highlight was the collective reflection on Cagayan’s “Current Reality and Preferred Future.” Stakeholders identified institutional strengths, priority risks, and coordination gaps, and co-created a shared vision for a more resilient province—anchored on stronger inter-agency collaboration, risk-informed planning, resilient livelihoods, and empowered communities.
