Empowering Baguio City through Systemic Vision and Anticipatory Leadership

The National Resilience Council (NRC), in partnership with SM Prime, conducted a five-day series of workshops under the Adopt-A-City (AAC) Program on November 3–5 in Baguio City, bringing together representatives from the five resilience pillars (Human Development, Local Economy, Infrastructure, Environment, and Human Security) comprised of members of the DRRM Council, to strengthen local leadership and resilience capacities.

The program began with a Systems Thinking Workshop, consisting of sessions on Bridging Leadership, Systems Thinking, and the creation of Impact Chains and Influence Diagrams. Led by NRC Program Manager Brian Bango, and Resilience Analyst Joy Rocamora, the workshop guided participants in the importance of transforming mindsets to promote equity, dialogue, and systems-oriented leadership.

The last two days, focus shifted to the next stages of the Resilient Local Government Unit Program (RLGUP). Baguio City officially entered the last phase of the Resilient Local Government Systems Scorecard (RLGSS) through the baselining of the Transform Phase. Additionally, six districts (out of a possible 20), composed of thirty-six barangays, advanced to the Adapt phase of the Barangay Resilience BINGO Scorecard (BRBS).

As one participant said, “While problems may be complex, there will always be capacity for action.” Together, we continue to build resilient, adaptive, and forward-thinking communities — one workshop at a time.
