From Learning to Action in the Province of Pangasinan

The SHIELD Integrated Approach – Resilience 101 Workshop, held on March 10–11 in Lingayen, Pangasinan, with the support of consortium partners PBSP and UN-Habitat Philippines, equipped local leaders to better face growing disaster and economic challenges.

Through strengthened knowledge in disaster risk resilience, participants can now analyze hazards, vulnerabilities, and sector-specific risks across coastal, forest, urban, and agricultural communities.

By applying systems thinking tools, they are able to have an enhanced understanding of how risks are interconnected—leading to more strategic and informed decision-making.

More importantly, leaders are now embracing collaborative approaches, fostering shared ownership, and co-creation in building solutions.

As emphasized by Ms. Avenix Arenas, Provincial Government Assistant Department Head of the Pangasinan Provincial Disaster Risk Reduction and Management Office (PDRRMO):

“Lahat tayo ay maging parang kawayan—yuyuko pero babangon.”

With a clearer vision and stronger capacity, Pangasinan moves forward with a united commitment toward a more resilient and sustainable future.
