Continuous Participation for More Resilient Communities

The National Resilience Council Foundation, Inc. (NRF) actively participated in the International Conference on Local, Equitable, and Inclusive Resilience 2026, held from April 14–16 in Baguio City. Organized by Enhancing Local Capacity in Socially Inclusive Resilience in Asia (SIRA) together with the ICLEI Southeast and South Asia secretariats, the conference was supported by UK Aid and the International Development Research Centre through the CLARE programme.

In the Philippines, SIRA is implemented through the Socially Inclusive Resilience Leadership Program, which combines structured learning, peer exchanges, and community-led Town Hall COPs. This initiative empowers local leaders and stakeholders to co-create inclusive, context-driven resilience solutions that respond to the unique challenges of their communities.

Representing NRF, Resilience Analyst Ms. Joy Rocamora delivered a presentation titled “Building a Resilient Future: The Role of Multistakeholder Partnerships.” She underscored the importance of cross-sector collaboration—bringing together government, private sector, civil society, and communities—as a key driver in strengthening resilience across the Philippines.

The conference served as a dynamic global platform for connecting local initiatives with national and international climate finance priorities. It also fostered meaningful knowledge exchange among delegates from Bangladesh, Nepal, Indonesia, Thailand, and Japan, reinforcing the value of shared learning and regional cooperation.

As climate challenges grow more complex, NRF’s continued engagement in platforms like this reflects its commitment to advancing inclusive resilience—because building stronger communities begins with collaboration, shared knowledge, and sustained collective action.
