At the heart of the SHIELD Programme is Sama-samang mga Samahan Para sa Isang Matatag na Bayan (SAMBAYANIHAN), a collaborative and multisectoral approach spearheaded and guided by the National Resilience Council (NRC).
Rooted in the Filipino tradition of bayanihan, SAMBAYANIHAN brings together communities, local government units, the private sector, civil society, and other stakeholders around a shared table, creating spaces where priorities can be aligned, initiatives can be connected, and resilience solutions can be co-designed and co-created.
Across seven provinces- Agusan del Norte, Agusan del Sur, Albay, Davao Oriental, Eastern Samar, Northern Samar, and Quezon. A shared journey toward resilience has unfolded. These stories are now captured in the SAMBAYANIHAN Caselets, highlighting how collective action can transform partnerships into meaningful and lasting change.
More than a platform for consultation, SAMBAYANIHAN fostered a shift toward co-design and co-creation, enabling diverse stakeholders to meaningfully contribute their knowledge, perspectives, and experiences toward building more transformative, science-based, and gender-responsive resilience strategies. These caselets tell stories of people and organizations coming together, discovering their interconnectedness, embracing shared responsibility, and turning collaboration into action.
