The Resilience Exchange (REX) Forum 2026 is organized under the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Programme, with the invaluable support of the Australian Government. The programme is implemented by UNDP Philippines, with the National Resilience Council (NRC) serving as one of its consortium partners.

SHIELD is a multi-year partnership covering ten provinces—Agusan del Sur, Agusan del Norte, Albay, Cagayan, Davao Oriental, Eastern Samar, Northern Samar, Quezon, Pampanga, and Pangasinan—and two regions, the National Capital Region (NCR) and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The recent REX Forum provided a platform for a series of meaningful discussions and knowledge exchanges focused on strengthening resilience at the local level. When translated into effective policies, programmes, and actions, the insights generated from these discussions can help communities move beyond simply responding to disasters and toward thriving in the face of evolving risks and challenges.

The forum also reflects a strategic shift from a programme-focused annual gathering toward a broader and more sustainable platform for resilience learning, knowledge exchange, collaboration, and collective action. It seeks to strengthen local ownership, foster cross-sectoral collaboration, and advance discussions on the long-term institutionalization, replication, and scaling of proven resilience approaches.

Through the REX Forum, the National Resilience Council continues to extend its support to provincial and local government partners, strengthening collaboration and advancing shared commitments toward a more resilient Philippines.

Together, we work toward communities that are not only prepared to withstand shocks and stresses, but are empowered to bounce forward, recover stronger, and thrive together.
