
The National Resilience Council Foundation, Inc. (NRF), together with partners from the Provincial Government of Pampanga and the Philippine Business for Social Progress (PBSP) and UNDP, convened stakeholders for a series of discussions focused on two key priorities: identifying priority commodities for value chain analysis and strengthening the institutionalization of Sambayanihan in the province.
The session explored potential commodities that can contribute to Pampanga’s economic resilience and sustainable development. Representatives from various provincial offices identified and discussed products with strong local significance and growth potential, recognizing the importance of considering climate risks, sustainability, and long-term socio-economic benefits. The discussion highlighted the need to identify commodities that represent the province as a whole while building on existing initiatives and opportunities.


Stakeholders engaged in a roundtable discussion on the integration and institutionalization of Sambayanihan as a multi-stakeholder platform for resilience governance. Through presentations, group workshops, and collaborative dialogue, participants explored ways to strengthen coordination among government, private sector, civil society, academe, and communities. Discussions emphasized the importance of clear structures, defined roles, supportive policies, and sustained partnerships in advancing resilience and transformation.
As a result of the workshop, participants agreed on key actions to strengthen and institutionalize resilience governance in Pampanga through the Sambayanihan framework. These include integrating Sambayanihan principles into existing PDRRMC structures and processes, conducting awareness and orientation activities, reviewing and enhancing the current Executive Order (EO), and developing a proposed organizational structure with clearer roles, responsibilities, and coordination mechanisms.


Participants also committed to conducting further consultations and coordination meetings with key stakeholders to refine the proposed institutional arrangements and policy recommendations. The resulting amendments and recommendations will be presented to the Local Chief Executive (LCE) for approval, paving the way for the formal adoption and implementation of Sambayanihan within the province’s resilience governance system.
Together, these efforts reinforce a whole-of-society approach to resilience—one that connects people, knowledge, and resources to build a safer, stronger, and more resilient Pampanga for future generations.
