Building Resilience for the Butuanon River

Mandaue’s Local Resilience Committee (LRC), partner organizations, and other stakeholders gathered in Mandaue City for the Systems Thinking Workshop aimed at strengthening collaborative and long-term solutions for the rehabilitation and resilience of the Butuanon River. The activity was conducted with the support of the Vivant Foundation and Visayan Electric Company (VECO), together with resilience partners committed to sustainable urban development and environmental stewardship.

Through workshops on current realities, impact chains, influence diagrams, and action planning, participants identified key technical and adaptive challenges affecting the river ecosystem — including improper waste disposal, weak enforcement of environmental laws, flooding risks, and encroachment along easements. The activities highlighted the interconnected impacts of environmental degradation on human development, infrastructure, local economy, and community resilience.

One of the major outputs of the workshop was the development of a shared vision and mission for the Butuanon River initiative:

Vision:

“A clean and rejuvenated Butuanon River Watershed sustaining life and livelihood by 2030.”

Mission:

“Creating a clean and safe Butuanon River Watershed through enhanced ecological restoration and shared resilient stewardship for Mandauehanons.”

The workshop also produced consolidated impact chains, influence diagrams, and initial action plans that will guide future resilience and rehabilitation efforts through stronger collaboration among government, private sector, and communities.
