
Mr. Silvestre Barrameda Jr., Executive Director of the National Resilience Council (NRC), represented the organization at the 1st Bangsamoro DRRM Summit held on November 25–26, 2025.
The summit brought together speakers and experts from government, civil society, international organizations, and the private sector to discuss strategies for strengthening disaster risk reduction and climate resilience in the Bangsamoro region. Mr.
Barrameda delivered a presentation on “Climate and Catastrophe: Navigating the Climate–Disaster Nexus for Resilient Communities.”
In his presentation, he emphasized why understanding the climate–disaster nexus is particularly critical for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)—a region uniquely challenged by the combined impacts of climate change, natural hazards, and conflict. He highlighted that recognizing the interplay of these factors is essential for designing effective, context-specific resilience strategies that respond not only to environmental risks but also to the social and political realities of the region.
These efforts are essential to ensure that resilience strategies are coordinated, sustainable, and capable of effectively addressing the region’s complex challenges. Through these collective actions, BARMM can chart a pathway toward a safer, more resilient, and more empowered future for its people.
