The National Resilience Council (NRC), together with the Vivant Foundation and the University of San Carlos, paid a courtesy call with the City Government of Mandaue last October 7, 2025. Mandaue City is one of the LGUs under the NRC’s Adopt-A-City Initiative (AAC), which promotes a whole-of-society approach by bringing together the public and private sectors to advance resilience.
Mayor Thadeo “Jonkie” M. Ouano welcomed the group and shared his vision, which is anchored in education, infrastructure, and health, all of which align with the goals of the AAC initiative. He promptly expressed his full support for the program.
The team also met with select members of the Local Resilience Committee to revisit the city’s resilience journey and identify next steps for collective resilience action, with the Beyond Borders Initiative being highlighted. It promotes cross-city collaboration between Cebu and Mandaue, including the creation of an Early Warning System (EWS). The City Social Welfare and Development Office (CSWDO) also provided updates – from profiling communities before disasters to participation in Community Continuity Management (CCM) training, to strengthening field operations to ensure faster and more inclusive response.
Under the leadership of the Mandaue City Disaster Risk Reduction and Management Office (CDRRMO), stakeholders continue to engage in a participatory and inclusive process to sustain and expand the implementation of the Adopt-A-City Initiative. Mandaue City stands as a testament that resilience is a shared vision and a collective journey toward a safer, smarter, and more resilient future for all.
