From Science to Action: Local Government Units at the Forefront of Climate Resilience and Governance.

The Department of Environment and Natural Resources (DENR) held its Project Transform Colloquium 2025 last August 20, 2025, with the theme “From Science to Action: Local Government Units at the Forefront of Climate Resilience and Governance.” It brought together thought leaders, practitioners, and local government champions who showcased how science-based strategies are shaping responsive and resilient local governance in the face of climate change.

Mr. Silvestre Barrameda Jr., Executive Director of the National Resilience Council (NRC), moderated the session on Champions of Climate and Disaster Resilience and Sustainable Development, wherein Local Government Units (LGUs) showcased transformative initiatives aimed at protecting communities, reducing risks, and advancing sustainable development.

Among the featured LGUs were the cities of Baguio, Iloilo, and Ormoc, active partners in the NRC’s Resilient Local Government Unit Program (RLGUP). Through their involvement in both Project TRANSFORM and RLGUP, these cities have strengthened their capacity to address climate-related challenges and implement innovative strategies for building more resilient communities.

NRC Resilience Fellow and Vice President for Social Development of Xavier University, Engr. Dex Lo also acted as moderator for the final session on Messages of Support/Panel Reactions: Bridging Science, Policy, and Practice, which focused on the critical intersection of scientific research, policymaking, and real-world application.

These discussions reaffirm the vital role of LGUs at the frontlines of climate resilience—and the power of science to inform action and drive systemic change.
