Throughout his distinguished career, V. Adm. Pama has consistently demonstrated leadership, foresight, and a deep commitment to public service.
As an active Senior Resilience Advisor to the NRC, he has generously shared his knowledge and expertise in Disaster Risk Reduction (DRR), helping shape technical strategies and policies that save lives and protect communities. Notably, he spearheaded the development and institutionalization of the Pre-Disaster Risk Assessment–Action Programs and Protocols (PDRA-APP)—a transformative system that has significantly strengthened the country’s disaster preparedness and response, greatly reducing casualties and damage from major hazards.
V. Adm. Pama’s enduring service exemplifies the true spirit of resilience. He continues to play a vital role in advancing a future where disasters are met with preparedness, not fear.
