What does it truly take to build a truly resilient community?

In Iligan City, the answer is collaboration, across government offices, academic institutions, and the private sector, to identify risks, confront challenges, and co-create solutions that strengthen communities from the ground up.

Last August 28-29, local government units, technical teams, the academe, and private partners came together to map out the city’s most pressing problems, uncover root causes, and explore strategic interventions to address them. This systems-oriented approach to risk governance was at the heart of the workshop led by the National Resilience Council (NRC) and facilitated by Resilience Fellow Mr. Bong Villamor. 

Participants engaged in a Systems Thinking Workshop, using tools like Impact Chains and Influence Diagrams to deepen their understanding of the complex challenges Iligan faces. These tools not only helped surface core issues but also guided the development of more targeted, sustainable solutions.

Another key highlight was the Resilient Local Government System Scorecard (RLGSS) baselining, which provided a snapshot of current capacities and pinpointed areas for improvement. This is a vital step in establishing a more adaptive and responsive governance framework for resilience.

The workshop marked a significant milestone in institutionalizing risk governance in Iligan City. With active participation from the City Planning and Development Office (CPDO), City Disaster Risk Reduction and Management Office (CDRRMO), Mindanao State University – Iligan Institute of Technology (MSU-IIT), Aboitiz Foundation, Pilmico, and other pillar groups, it signaled a growing, collective commitment to resilience and sustainable development.

Together, these efforts are paving the way for a more cohesive, future-ready Iligan City one that is not only prepared for risks but actively shaping a safer, stronger tomorrow.
