SHIELD Program

The “Strengthening Institutions and Empowering Localities Against Disasters and Climate Change” or SHIELD Programme is a 6-year program funded by the Government of Australia (GOA), supporting the Government of the Philippines (GPH) in the acceleration of resilience-building efforts at the local level through the collaboration of various stakeholders to unlock financing and implement risk-informed and inclusive resilience actions. 

The core objective of the SHIELD Programme focuses on the improved safety and resilience of communities from the impacts of disaster and climate risks through institutional and community resilience. This enables stakeholders at the national and sub-national levels to collaborate and plan effectively for holistic outcomes– fostering collective resilience action and investments, thus allowing us to measure the impacts of these actions.

The program has three (3) interdependent outcomes with each outcome consisting of expected outputs that are imperative to the realization of this goal.

Outcome 1: Government, private sector, and civil society stakeholders in target areas collaborate to unlock funding and implement informed and inclusive resilience actions.

Outcome 2: Relevant National Government Agencies (NGAs) are prioritizing action on local climate and disaster resilience.

Outcome 3: Philippine scientific agencies are producing tailored and accessible information for local resilience action.

The United Nations Development Programme (UNDP) Philippines leads the overall implementation of the SHIELD Programme, together with consortium partners, including the National Resilience Council (NRC), United Nations Human Settlements Programme (UN-Habitat), Philippine Business for Social Progress (PBSP), and the Consortium of Bangsamoro Civil Society (CBCS).

The SHIELD Program Consortium is principally responsible for the overall program implementation. Its formation aims to employ the multi-stakeholder partnership (MSP) approach with organizatio that can facilitate resilient economies and translate communities’ innate capacities into action. Thus,, the consortium is led by the United Nations Development Programme (UNDP) and composed of the following consortium partners:

United Nations Human Settlements Programme (UN-HABITAT)

Philippine Business for Social Progress (PBSP)

National Resilience Council (NRC); and the

Consortium of Bangsamoro Civil Society (CBCS)

NRC leads the establishment of multi-stakeholder partnerships (MSPs) engaged in resilience planning, financing, and implementation of resilience actions that are realized through the conduct of four (4) key deliverables. The SAMBAYANIHAN or “Sama-Samang mga Samahan para sa Isang Matatag na Bayan” is a multi-stakeholder partnership (MSP) framework fostering public-private-people partnership towards climate and disaster resilience.

  • Organization of SAMBAYANIHAN
    • Mapping and profiling of stakeholders leading to the establishment and institutionalization of a local multi-stakeholder partnership (MSP).
  • Resilience Capacity Development
    • Facilitation of capacity needs assessment, resilience capacity building interventions, and resilience actions.
  • Knowledge Management
    • Development of knowledge series on resilience planning, financing, and implementation of resilience actions.
  • Cross-boundary Linkages
    • Exchanges of lessons learned, good practices, and dissemination of case studies and other  knowledge products (KPs).

Thus, in order to fulfill the aforesaid deliverables, NRC is expected to implement the following activities:

  1. Conduct of multi-stakeholder mapping and assessment with the partner LGUs.
  2. Conduct capacity needs assessment and develop a capacity development plan for each stakeholder.
  3. Establish local multi-stakeholder partnerships in each LGU.
  4. Implement capacity-building interventions for MSPs.
  5. Facilitate implementation of resilience actions of MSPs.
  6. Establish cross-boundary linkages among MSPs.
  7. Conduct knowledge series for MSPs on resilience planning, financing, and implementation of resilience actions.

The program will be implemented in eleven (11) of the Philippines’ most vulnerable provinces to disaster and climate change impacts and two (2) special regions in the country. These areas were identified in consultation with the Philippine Government based on the degree of vulnerability and exposure to disasters;  economic cost of damages from previous disasters; institutional readiness; and the disparity in funding assistance.

The eleven (11) provinces include:

  1. Provincial Government of Cagayan
  2. Provincial Government of Pangasinan
  3. Provincial Government of Pampanga
  4. Provincial Government of Quezon
  5. Provincial Government of Albay
  6. Provincial Government of Northern Samar
  7. Provincial Government of Eastern Samar
  8. Provincial Government of Cebu
  9. Provincial Government of Agusan del Norte
  10. Provincial Government of Agusan del Sur
  11. Provincial Government of Davao Oriental

The two (2) special regions include:

  1. National Capital Region (NRC)
  2. Bangsamoro Autonomous Region in Muslim Mindanao
