LOOK: NRC at the Regional Cooperation for Local Resilience at COP28
Last December 4, the National Resilience Council shared our multi-sectoral and multistakeholder approach at the Regional Cooperation for Local Resilience, hosted by UNDP Philippines and Australia in the Philippines at the Philippine Pavilion during the COP28 in Dubai, UAE.
At the panel discussion, the NRC’s Executive Director Silvestre Z. Barrameda Jr. shared the council’s formation and institutionalization of the multistakeholder partnership across all levels – from the regional to national, down to the community and grassroot level. The SAMBAYANIHAN, the NRC’s multi-stakeholder framework, is the core and key driving strategy of the SHIELD Programme.
The SHIELD Programme aims to accelerate resilience-building efforts at the local level by collaborating with multiple stakeholders to unlock financing and implement risk-informed and inclusive resilience actions. The NRC leads the Multi-Stakeholder Partnership (MSP) component as the main delivery mechanism of the program.
