
The National Resilience Council, in partnership with Alinea International, collaborates in the implementation of the Governors for Climate and Disaster Resilience (GOV-CDR) Project through the Bridging Leadership Program for Climate and Disaster Resilience.
This aims to strengthen LGU resilience by deepening their understanding of evidence-based climate and disaster issues to inform leadership and governance decisions, ensuring commitment to co-developed solutions from scoping and CDR assessments, integrating GEDSI considerations to promote inclusivity, and enhancing the functionality and representation of local DRRM councils and multi-stakeholder bodies to support and implement identified climate action solutions.
The program’s first milestone, “The Bridging Leadership (BL) Orientation for CDR Team”, was held on September 26, 2025, with Climate and Disaster Resilience (CDR) Teams, including the Provincial Program Coordinators from Bukidnon, Davao de Oro, Aklan, Samar, Bohol, and Kalinga.
Reflecting Alinea’s locally led development, Ms. Marion Villanueva, Country Director of Alinea International, shared:
“We want our provinces to work and be successful in climate and disaster resilience. But we are strong believers in the concept of Bridging Leadership… Our approach stems from supporting from behind and developing internal capacity based on their work — not reinventing the wheel, but being practical and synergized. Madaling sabihin pero mahirap gawin.”
Mr. Silvestre “Sly” Barrameda Jr., NRC Executive Director, emphasized how the session itself was an act of resilience:
“This process prepares LGUs to minimize disruptions and continue their commitments on the ground. Our framework is about risk governance — the intersection of science, and leadership and governance — and Bridging Leadership is our platform to ensure ownership, co-ownership, and co-creation.”
Together, Alinea International and NRC are working to build resilient and inclusive leadership, where it matters most – on the ground.”
