
From September 9–12, the National Resilience Council (NRC), together with our consortium partners (UNDP, UN-Habitat, and PBSP), led the Building Local Resilience Through Systems Approach initiative in Provincial Government of Quezon.
Through the Systems Thinking Workshop facilitated by NRC Fellow and L&G Expert Mr. Juan “Bong” Villamor, participants learned how to break down silos and see how every effort under SHIELD connects to the bigger picture of resilience.
This was followed by the Impact Chain and Influence Diagram Workshop led by Ms. Mutya Camba, NRC’s Resilience Officer, which guided the participants in mapping out how one action can spark a cascade of results, and how relationships between different elements shape the entire system.
Together, these tools equip Quezon’s leaders with a clearer view of risks, challenges, and opportunities—ensuring more coherent, responsive, and resilience-driven development planning for the province.
