
From December 2–5, the National Resilience Council (NRC), together with our consortium partners—UNDP, UN-Habitat, and PBSP—led the Building Local Resilience Through a Systems Approach initiative with the Provincial Government of Davao Oriental in Mati City.
During the Systems Thinking Workshop, facilitated by NRC Fellow and L&G Expert Mr. Juan “Bong” Villamor, participants explored how to break down silos and understand how each effort under SHIELD contributes to the broader resilience framework. Through interactive exercises, they deepened their understanding of organizational learning and the importance of coordinated, timely actions in addressing climate and disaster risks. The activities highlighted how mental models, leverage points, and interconnected approaches can drive sustainable and impactful solutions.

The four-day initiative also included workshops where participants proposed resilience strategies and assessed their relevance for future plans. This process guided them in crafting a bankable proposal for the province, aimed at creating meaningful, lasting impact in their local communities. Building on previous capacity-building engagements, the activity also examined how existing tools and processes have evolved and identified areas for further enhancement. This ensures a more coherent, responsive, and resilience-driven development planning for the province.
