
The National Resilience Council (NRC) is honored to participate in the first Cordillera Administrative Region Technical Conference on Strengthening Resilience in the Highlands: Synergizing Actions for Governance, Adaptation, and Native Heritage (SAGANA), held in Baguio City.
Organized by the City Disaster Risk Reduction and Management Office (CDRRMO), under the City Mayor’s Office, SAGANA serves as a pioneering platform that brings together local governments, indigenous communities, and resilience partners to foster learning, collaboration, and innovation in building sustainable and resilient highland communities.
Representing the NRC were Mr. Silvestre Z. Barrameda Jr., Executive Director; V. Adm. Alexander P. Pama, AFP (Ret.), Senior Resilience Adviser and Board Member of ARISE Global; and Ms. Maria Theresa Joy Rocamora, Resilience Analyst. They shared their expertise on governance, adaptation strategies, and community-based resilience, highlighting the vital role of collective action and local knowledge in strengthening the nation’s capacity to withstand and recover from challenges.
The NRC, with Baguio City, and its private sector partner SM Prime, has been actively implementing the Adopt-A-City (AAC) Program which aims to strengthen the capacity of local governments to build adoptive capacity to disaster and climate-related risks through strategic interventions, including the use of both the Resilient Local Government Systems Scorecard (RLGSS) and the Barangay Resilience Bingo Scorecard (BRBS). Alignment between the RLGSS and the Making Cities Resilient 2030 Scorecard is also in place with the goal of attaining Mayor Benjamin Magalong’s vision of a stronger Baguio by 2026.
