Everything works as a system where different players contribute to it. This is evident when the Mabakud Estehanon and Eastern Samar stakeholders participated in the Building Local Resilience Through Systems Approach Workshop last September 14-19, 2025.
Their dedication to creating a more resilient system aligns with the province’s agenda #AtonProbisnsyaTawoItonUna, putting people at the heart of progress.
Participants engaged in a rigorous, evidence-based process that began with assessing the current resilience status of the province using key resilience development tools. These included the Provincial Climate Risk Diagnostic (PCRD) by UN-Habitat, and the Tuna Value Chain Analysis (VCA), and Business Continuity Plan (BCP) facilitated by PBSP. The findings were aligned with the resilience indicators of the National Resilience Council (NRC) Scorecard, allowing participants to identify the province’s strengths and areas for improvement. These insights are now contributing to the development of a bankable resilience proposal led by the Project Development Group of UNDP.
This intensive 4-day workshop introduced a paradigm shift in local resilience thinking. It empowered a new generation of provincial leaders and their multi-stakeholder partners to embrace systems thinking, an approach that fosters integrated, data-driven, and adaptive decision-making across all levels of governance.
Through systems thinking, Eastern Samar is more equipped to identify, prioritize, and implement programs and projects that address the complex, interconnected challenges across governance, value chains, and development sectors.
