

The SHIELD Programme proudly welcomes three new partner Provincial Local Government Units (PLGUs), further strengthening collaboration with the Governments of Pangasinan and Pampanga through the successful conduct of Joint Programming, Capacity Assessment, and Stakeholder Mapping activities.
Activities in both provinces commenced with a session on Protection from Sexual Exploitation and Abuse (PSEA), reinforcing safeguarding principles, reporting protocols, and the availability of dedicated hotlines to ensure communities remain safe, informed, and protected.


This was followed by Stakeholder Mapping and Profiling sessions, underscoring the vital role of local partners and institutions in strengthening governance systems and community support networks. A harmonized Capacity Assessment was also conducted to evaluate institutional and leadership capacities, strengthen understanding of risk and resilience, and identify opportunities for collaboration, while emphasizing science-based risk assessment and the identification of provincial vulnerabilities.
Participants were also introduced to the SHIELD Programme’s goals and strategies, along with interactive sessions on Joint Work Programming, discovery workshops, and risk profiling—providing valuable insights, particularly for first-time participants.
The engagement concluded with reflection sessions where teams celebrated key accomplishments, identified opportunities for improvement, and laid the groundwork for sustained collaboration and long-term strategic planning for both Pangasinan and Pampanga.




As SHIELD continues to expand its partnerships, the program remains committed to fostering strong alliances with provincial LGUs and delivering the knowledge, tools, and expertise needed to help communities grow safer, stronger, and more resilient.
