
Strengthening community resilience in the Tiwi begins with a clear and coordinated approach—from understanding current realities to enhancing adaptive capacities and co-creating innovative solutions. Guided by this framework, the National Resilience Council (NRC), together with the MDDRMO, Tiwi’s Resilience Council, and barangay leaders, conducted a three-day workshop series integrating three core components: the contextualization of the Transform Phase under the Resilient Local Government Systems Scorecard (RLGSS) framework, the Adapt Phase of the Barangay Resilience Bingo Scorecard (BRBS), and activities on Design Thinking.
These activities build on one another. The Transform Phase contextualization enabled participants to revisit past initiatives, assess gaps, and align priority actions with the five resilience pillars: 1) Human Development, 2) Local Economy, 3) Infrastructure, 4) Environment, and 5) Human Security.
The BRBS Adapt Phase then translated these priorities into barangay-level strategies supported by accurate, community-validated data. Finally, Design Thinking guided participants through hands-on activities that helped them generate innovative solutions that will support them in the future—not only in identifying challenges but also in creating more responsive, community-driven actions.
Together, these interconnected processes created a unified pathway for Tiwi’s resilience journey—grounded in evidence, strengthened by local collaboration, and oriented toward long-term, sustainable transformation. With the continued support of the Municipality of Tiwi, Tiwi Community College (TCC), the Aboitiz Foundation, and Aboitiz Power, NRC remains steadfast in its vision and commitment to driving meaningful, sustainable progress for the people of Tiwi.
