ICYMI: The National Resilience Council (NRC) together with the Philippine Business for Social Progress (PSBP) and other implementing partners of the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change or SHIELD Programme, conducted a Joint Capacity Assessment Activity in five program areas: Quezon, Albay, Eastern Samar, Davao Oriental, and Agusan Del Norte, last February 2024.
This intervention enabled proactive reflection and collaborative discussion on the risks confronting the stakeholders of the locally-contextualised Sambayanihan, such as the provincial local government unit (PLGU), private sectors, academic institutions, civil society organisations (CSOs), as well as people organisations (POs) among others. This also prompted a deeper understanding from all participating organisations of the distinctive capacities they possess to champion resiliency and become catalysts of sustainable and resilient change.
The SHIELD Programme aims to accelerate resilience-building efforts at the local level by collaborating with multiple stakeholders to unlock financing and implement risk-informed and inclusive resilience actions. NRC leads the Multi-Stakeholder Partnership (MSP) or SAMBAYANIHAN component as the main delivery mechanism of the program.
