2025 RLGUP Colloquium MANILA DRRM OFFICE BEST PRACTICES: Resilience in Action

The City of Manila is recognized for its cutting-edge innovations that showcase the power of advanced technology in Disaster Risk Management (DRM). Dir. Arnel Eustacio M. Angeles, Director of the Manila Disaster Risk Reduction and Management Office, presented the city’s resilience initiatives in his presentation titled “Manila DRRM Office Best Practices: Resilience in Action.” His presentation highlighted Manila’s use of sensor-based systems, geographic information systems (GIS), and comprehensive dashboard summaries—technological tools that significantly enhance the city’s capacity for early warning, risk assessment, and preventive disaster measures.

Dir. Angeles emphasized the importance of collaboration by stating, “Civil society organizations, the private sector, and non-governmental organizations are vital to the success of disaster risk reduction and management. They serve as connectors, advocates, trainers, responders, and long-term partners in building resilient, disaster-prepared communities.
